Yes, RICA is mandatory. You need your original barcoded Identity Document and valid proof of residence. You (the account holder) must be present to sign for the delivery in person. Copies of ID and proof of residence are also required.
Your SIM card should be active within 30 minutes after delivery. In extreme cases, it can take up to 72 hours, but this is highly unlikely. If you have connection issues after 30 minutes, reboot your device and try again.
